Found in Southern VT farmland - flower token

Please help! I believe this dates back from the early 1800s or earlier. It is flat and looks like a decoration, maybe from a saddle?
Thoughts?

Ok i found one of these with the other parts to it and also have no idea what it was. When i flipped my plug it was surrounded in an even pattern by these little metal discs. not a button. i also couldn't find all the tiny dics. I think it says it was patented in 1870 whatever it was

That's what I was thinking originally, but it doesn't look sharp enough to be a spur rowel. There is also writing in the center circle, but I can't make out what it says.

not all spurs were designed to draw blood. in fact more rowells were not
