I saw an article on Apple News about that a few days ago. Some were speculating it is an art piece from a new age artist.

It's for satellite GPS standardized location adjustment. They are at fixed locations all across the planet and satellites ping them to adjust for correction of their GPS coordinates which slowly change over time.

For the record. I just made that up, but it illustrates the problem with the internet. We can find an answer online to confirm or deny any narrative we wish to fulfill.

The Utah Department of Public Safety has released a statement quoting the Bureau of Land Management saying that it is illegal to install structures or art without permission on public lands "no matter what planet you're from".
