looks close to example H in the British Navy Lieutenant section of Troiani’s book.

Not really, look closer. The Rose within a Rose is at a slant angle within all those examples. The OP's Rose within a Rose looks more like layers of petals, not at an angle.
Also, the construction looks post 1800s (at least) & interestingly it looks to have a repaired shank put on later.
To me its mid-1800s civilian.

Slightly gutting but it highlights why proper ID's come first, not the Site information which can skew judgement. (not saying you done this, just generally on here) I always try & instill that the finds are the clue/clues not the location. Sometimes location can help but it mostly hinders peoples views, I think location should be shared 'after' all avenues of research have ended on the item/coin. Then you can start the speculation.

prolly would have found 1700s button with the Legend :) All kidding aside, sweet find. Very cool design and a great save, thanks for posting
