Game Marker or Old Pin? What is this?

Hello. I dug this up on an old college campus. I think the letters are "I" and "C" with a samller "c" in the middle and maybe a small "o". (These are not the college initials). The back is exactly the same as the front. I'm not sure what it's made of but it's harder than lead. The dime is for size comparison. Thanks for any help.

In the high school where I work, we have an Inter Club Council. Perhaps a college has the same thing?
