Dug this along a river in Pa. Wonder if anyone has any information on this item. Notice the little bones wired to it. Wish I knew the reason for that

That's rather pretty.

My guess would be it's a floral brooch, and that the "bones" are pieces of coral. Often, white coral was used in jewellery but dyed red, and the dye would fade after burial in the ground. There seem to be some residual traces of pink on yours.

This kind of thing (Victorian):

Difficult to say much more unless there are some helpful maker marks or hallmarks.
