There is no such thing as a simple app or device with that degree of accuracy. Commercial GPS units are incapable of a repeatable accuracy greater than about 30 feet. That's about four decimal degrees of accuracy. You will need to buy a professional GPS system and subscription to get 10 digit accuracy.

Once you get the data points from your new $8,000 Trimble with the $2,400 annual subscription the best GIS program made is Qgis. It's a free program and although the learning curve is steep it is more than capable of doing what you ask.

What you need is a protractor and a real good map, and learn how to read the protractor and map

Yeah lol been in the army 8 years know how to do land nav. Just want something quicker and a program to use on the computer
