Looks like a cuff button, need to see the back of it though.....

It is not a Great Seal button. It is military and pre-dates the Great Seal. We need to see the back or you can tell us what the backmark is and how big is it.

Agreed, looks more like a General Staff button to me. Need the backmark to narrow down.

I think you'll find the maker under the layer of crud, the spot at 7 o'clock looks like I can see part of a letter from the manufacture's name.
