I believe the horse is part of an antique horse and buggy toy. Check Etsy

That site is worth some additional time...........

I think you are correct. There is a place on one of the legs where a wheel must have attached.
 

If it hard to hunt because everything is overgrown and you are still pulling some nice finds, then I would say the site has great potential. Congrats and good luck!
