I think its awesome! It looks old to me, possibly victorian? There are others who could give you a better ideal than I can but i just wanted to say I would love to find something like that!

Sure looks like it could be silver and your detector should be able to ID it as silver if it is. I'd suggest cleaning it with tin foil, baking soda and boiling water. I bet it will be gorgeous. You can have it repaired with a new pin back at a pretty reasonable cost.

Interesting piece. Victorian or possibly Art Nouveau? Almost looks French (head decoration - hat - almost looks like Statue of Liberty to me). Could be commemorative pin? Not sure of any of this, just what I think when I look at it. Where was it found?
