I think you might have nailed it, the only place it could have come from was my dads possession's!!! I remember seeing it a long time ago I think it was my grandfathers he smoked a pipe and Cigarettes

I showed this to a friend of mine who's father was a pipe smoker
he said it definitely looks familiar he thinks his father had one very similar
he also said the top tool that looks like a small knife is most definitely for cleaning out a pipe bowl, he said his father had a few that were single tools, he wasnt sure what the other parts are used for but said probably for cleaning the mouth piece out

D2a and TP have ID'ed it correctly.
It is a key holder the holds two different sets of keys.
There is a hole on the end of each piece that would have a split ring in it for attaching keys.
