Interesting. I did find it in the middle of an old school yard. Maybe off an old lawnmower?

Is it flattish on the bottom ... can you clean out and oil the rusty ring and look for a pivot ?
Stools, chairs, and desks have feet similar to this, and the kids can break anything.
