Lamination error maybe?

Just wondering if this dime is a legit error.... I also want to mention that the rim looks like it has been flattened.

Most certainly post mint damage, meaning someone deliberately ground it down. Modern coins are clad meaning they have a copper core and that's what you are seeing on the coin in your pic, the reason i know this was done outside of the mint is because the rim has also been worn down.
