It looks like a rivet head to me.

From the 1st picture I was going to say a seal, but the 2nd picture through me off of that possibility.

Its not a rivet. .and its not a seal..seals are usually backwards writing. .and rivets are not made of lead..

Some kind of marker. Probably hammered into something like a rivet.
