Any help with when, where or who would be awesome but any info would be fantastic! I know it's in ROUGH shape but I think it can be salvaged.

I'm thinking later 19th C Steamer trunk. I see quite a few of them from the period yours is from to one's made around the time of WWII in antique stores. Yours is a little more on fancy side and they can be quite attractive all fixed up and restored, though I would prefer what you have left as-is if it was mine.
