PS:
It is a pin with the words " E PLURIBUS UNUM " Latin for "Of Many, One" on the scroll

Sorry if I left out any important info ???

The pin is 2 1/4 in diameter and made of brass
It has screw type fastner on the back and 2 sharp points on each wing (to hold it in place)

Welcome Andy and Stacy! (modified post, as posts were made while I typed) The pattern is known as "The Great Seal of The United States". This pattern was adopted by the military in (roughly) 1904, still used today. U.S.Army hat device. Any markings on back?

Ben's right, of course: it's an officer's cap device. Army, gold/brass finish; Air Force, silver finish.
