Old thread, and the OP is long gone, but this is an Otomí [San Pablito] culture fertility ‘Seed Spirit’ figure from Northern Puebla in Mexico.
They’re made as light coloured cut-out figures glued onto a darker background, both made from bark paper. Traditionally the paper is made from the bark of wild fig trees, but the lighter coloured paper is sometimes from mulberry bark.
In ancient times, the cut-outs were produced by Shamans for ritual purposes and regarded as sacred, but these assembled pieces are modern and sold to tourists in Mexico City and elsewhere as folk art souvenirs. This one is from circa 1980-1990 and measures around 21 x 29 cm:
