Need help with hallmarks. Age and solid sterling silver? British?

Not a detecting find but needed help identifying this piece and hallmarks. It looks like London, but I don't recognize the other marks. Can anyone identify the marks and age of this piece? Thanks for any help you can provide.

Not British and not silver, I’m afraid. American 'pseudo-hallmarks'. Those are the marks used on silver plate by Victor Obler of New York, NY.

Obler was a Russian immigrant who settled in New York in 1925 and was active between the 1930s-1950s. His speciality was “Authentic Reproductions of Old Sheffield Plate and Antique Silver on Copper” (things such as trays, candelabra, inkstands, open salts, bottle labels, tea & coffee pots, biscuit boxes, shakers, bowls, caddies, cigarette boxes, etc).

The sequence of the marks varies, and yours are in a different order to the mark shown below. Also, the last of the marks on your piece is damaged such that it looks like a single key rather than the crossed keys he used alongside his initials ‘VO’ in gothic script.
