this is wrong first its no longer a tentative ruling as of May 1st and second the ruling says you cant require a permit then not issue one.

(f) In January 2015, the San Bernardino Superior Court issued a tentative ruling that state-issued suction dredge mining permits could not be required on federal land. The court noted that, while the state clearly has the power to issue suction dredge mining permits, the state’s refusal or inability to issue the permits creates an obstacle to conforming with federal law.

I've re-read it it states; "the State cannot lawfully require permits and then refuse to issue them"
nowhere does it say "mining permits could not be required in federal land".

one thing I noticed is the format of including "findings of the state" into a bill is following the same format as in Oregon and Maine
maybe its the same group or even the same author.

One question to ask is Does passing this Bill affect any of the Suction Dredge case's,
you cant pass a law that would give an unfair advantage to ether party in an ongoing court cases.
that would violate California's constitution on "separation of powers" in Article III of the California Constitution
