Maybe some kind of latch/bracket for a piece of machinery or something in that nature? Looks like it was attached too something then this would lock in over something perhaps. Only thing I can think of. Hope others can weigh in!
Was this dug out of the ground or something they just found? judging from the back-ground of the photo it looks like they are working around a-lot of machinery. Maybe it is something they found @ that work place? I mean if it was dug you could ask them if it was found around an old house site, farm site or what have you. That can really help in pin pointing as you know!

Kuger, I do think it is some type of bracket, and the length and size of the hole will help determine what kind. Since is has 'rocker' feet, it reminds me of a bracket that would slide to lock into place, and slide again, to go back. Some examples would be the seat in a retro phone booth/ This bracket is not big enough for a phone booth seat, but the theory is the same: pull/slide/lock for usage and then pull/slide/unlock to move the bracketed item downward and out of the way.
