✅ SOLVED Oar lock or something else?

A friend just dug this and he was thinking oar lock, but I thought it too small and not quite right. What do you all think? It looks like a rounded,tapered handle as if it were a specific hand tool. I have dug oar locks before, and they were not this involved looking. The hole looks tapered but we have not cleaned it yet.

It looks heavy duty. Maybe a folding crank handle? Like from a "hit and miss" engine?

Not sure how such wrench would work without some type of lug hole or cog. This seems to be a round hole at the wrenching end. It does look like a wrench type tool though, kinda like the old socket handled wrench I had as a kid.

But with such a short handle on a stout tool like this, there wou.d not be much leverage unless you applied a piece of pipe over the handle.
