OC Patch ID Needed. Biker, Military, Other?

I'm trying to id this patch I found recently. It's 2 inches square. It appears to be cotton maybe. It does not glow under a UV light. Is it as obvious as it looks? OC for Orange County, like a bikers patch? Or does it signify something else? Anybody recognize this?

I have never seen this patch during my time in the ARMY but it could have been made for another branch. Observer controller or OC's are people that watch training exercise and ensure safety and take notes as to what happened. But I have never seen a patch made for them.
