I'm thinking a machining tool of some kind being it has that tungsten carbide insert.

I'm likely off on guessing.

The overlay , different piece of steel used for a "tooth" surface on your piece is harder steel.
Like your whole piece is one tooth to a stump grinder?

Only a guess.
There's tree/brush spinning wheel of death I hired for land clearing. I didn't get near enough to check it's teeth though.... I'd seen that it could bite.

Here's a specific brand stump grinder tooth.
Others have a replaceable through bolt kind of set up instead.
