Peculiar Tongs ?

They are 18 inches long . The ball tip goes into the ring tip . I've seen bull leads , but they usually have double-ball tips . It's patented - Oct 12 , 07 . They have an old repair weld - looks like it's supposed to be the word LIGHTING . Also marked Fulton , Ill . Any ideas ?

Two Dogs had it right on the money. Kinda wish I had a shoe widener myself. Some "normal sized" shoes seem to fit for length, but squeeze.
