Looks to be iron, haven't heard of an iron one or any that shape. Should be concave to match bullet point. the bullet.
Itโ€™s brass and heavy, thought it was a bullet when I first dug it, vdi 20 on Nox. It does have a perfect flat end.

Shotgun or fowler.

Bearing surface ideal for seating shotgun wads. Over powder wads and over shot wads. Not for seating roundball or elongated bullet. (Doable though in a pinch.)
Cut a tiny notch in the side / edge of a hard wad if need be to relieve compressed air pressure.

It most certainly is a ramrod end. Iโ€™ve dug 10-15 brass examples like that down here in Louisiana over the years.
