Rock or tool?

Awhile back my wife were on Whidbey Island looking at rocks on the beach and this caught my eye....at first I thought it was a bone... I'm wondering if anyone has found anything similar. Thanks for viewing.

just a rock, always ask yourself "what was it used for", that helps a lot.
