Not a side plate. The orientation of the fastening loop is wrong.

My first thought was "snake buckle". But I can't find any with a loop like that attached.

It could be a snake or serpent fashion brooch. Plenty of examples of those on the internet. Again, I couldn't find anything exactly like it...
