Shimmering, rough, rock. Need help identifying.

Hi! We are trying to figure out what type of rock this is. Any ideas would be greatly appreciated.

The rock is very shimmery and the photos don’t do it justice.
Extremely rough.
Not magnetic.
The rock itself is a black, grey, green color with many sparkles.

Found near the American River in Sacramento, CA. The area along the River is covered in rocks but we did not find any other rocks like this one.
We cleaned it but it still has red mud imbedded in it from the river.

Measurements: 2”1/16 x 1”7/16, 1” thick
Weight: 71.8 grams

It looks to me like a conglomerate or breccia. I would start there.
