Looks to be a Taiwan 1 Chiao. Should be 19mm in diameter and Aluminum.

It's not really a 'bummer' that it has a hole in it for 2 good reasons;
a) you would never had found if if it didn't (the whole reason it was lost was because it dropped off some modified jewelry like a bracelet or pendant)
b) it's part of its history.
