Trying to get some sort of an idea of a time period on it, it was found within feet of a civil war artillery button. Thanks.

The shield shape coupled with the flag design was used by a lot of groups: military, scouting, political parties, church groups, fraternities, etc. I find the double arm spring action pins to be a possible clue as to the age. I don’t think they were as common as the single spring arm pins. Good luck
