Preforms are a bit more refined and smaller here in Texas. Due to the roughed out shape I would call it a Quarry Blank...

Cool piece. That picture from the side tells the story pretty well. When you see a zig-zag edge, it's usually not a finished tool. And those high and low points are great platforms for a knapper to continue working the piece.

I also use the term quarry blank for pieces like that, but a lot of people just call them preform. I think both are valid.

To farther muddy the waters sometimes a preform is used as tool it’s self so the answer to your original question… yes.
