Unknown Badge and Iron Plate

I went out with my nephew Isaac today and he found these while we were detecting a Civil War skirmish site in Kentucky. Anyone have an idea what these are?

your badge is a printers block...try doing a pencil rubbing of the lettering

I'd thought the letters were backward, but I think it's just upside-down (which I was only sure of by noting the wings on the winged wheel at the top).

I saw where you had "Approved" and that helped me - I thought the 2nd word was "Standard" and got no where but with "Standards" - here it is-
