Unknown metal piece?

found this in the woods underground at a old dump not sure what it is but looks like somekind of drill bit or a gear?, it might of been longer but it seemed broken.. not sure what metal its made of but it made very small ammount of orange sparks when grinding a piece and when I found it it was covered in rust

That's what I was thinking as well, used to turn them as a kid to knock the ash into the ash box.
