The "Made in China" stamp was used between 1919 and 1949.

Your piece was made for export to the United States, probably in the 1920's.

Value? Probably not much. It's a mass produced piece that's a mix of techniques, styles and design elements. It has no particular collector value. It's probably worth exactly what someone is willing to pay for it.
