It is most likely a "W.S. Hicks" Telescopic Bullet Pencil. The patent date is 1897, but you are correct, they manufactured these into the 1920's. Retail value is in the $60 - $75 range I believe.

Note: this item should be signed on the telescoping portion? Something like "HICKS Pat. 1897"?

Thank you for the response! I’ve gone over the telescoping portion with a loop and can’t find a mark. Appreciate the lead for the maker! I’ll dig into that one.
