I remember the toys you are talking about with the Rolls in them that you would turn to make it look like it was moving, but this is not one of them, first it would be impossible to make a roll spool inside a circular object like that.
i had issues saving the blown up picture of this item so had to use "paint " on the smaller version, but you can see a Gear if you look closely at the first picture .
i do think it was a toy watch that you would turn the knob and either the face would spin or it had hands that would move like a real watch.
here is my pathetic attempt to show the teeth of the gear,,lol.

i know this is not a match to yours , but after looking it is the closest i can come . yours you can tell by the arms are crimped it was probably a rope or roundish band , and most that i have seen had flat bands .
but any way it will give you the basic idea.

yours looks like the ones from the 1960's
