✅ SOLVED What is It?

Found this item on the ruins of an old civil war farm house in No. Virginia. It is conical in shape. Three inches from top to bottom and 1 1/2" wide. It has a flange on one side where the pencil points to it. Two holes at the bottom on each side of it. It is hollow except the last one inch or so at the top. Just curious if anyone knows what it might be. The old house plus contents was bulldozed 30 years ago. Lots of stuff!

That would go on the end of a wooden dowel basically, one on each side. The hooks are for reigns
