OK. I took your advice an did an internet search.

According to 'The ordnance manual for the use of the officers of the United States Army' - 1861, it is called a "Pommel-Ornament".

All official documentation says they were numbered 11, 11 1/2, 12,... INCH SEAT (sometimes dropping the 'CH') Or 1, 2, or 3 with the words Alleghany Arsenal and the mfg year. No mention in period documentation of an intertwined USA used 1861 - 1865.

I did see a picture of a Grimsley artillery driver saddle with the same intertwined USA stamped on the pommel ornament, but it didn't have the coat strap slot.

So, without proof, the date is undetermined at this time. I'm still looking for an 1861 - 65 artillery ordnance manual with a pommel ornament description.
