I think maybe it's the side plate of an old padlock. Not sure, check back to see what others have to say.

I tend to agree. Are there any circular marks where the inner workings would have rubbed? Or maybe a small divit in the middle where they would have pivoted? -not that I know exactly how the old ones work.
