I think it is a Navy cuff link piece and is pretty old. It may date to the late 1700s -early 1800s. It could be British. I found one at an Indian village that is similar but not exactly like yours.

Yeah that is what I thought. That’s a first of it is. It does look like a Royal Navy anchor
