Does it have a hole in it's top that fits a golf all? Is it for learning to hit a golf ball?

There is an opening on the bottom that is shown in one of the pictures but a golf ball sits on it awkwardly. It doesn't rest on it so you could hit it right. It's also made so thin that if it wad struck just once it wouldn't be usable again.

It could be a Model T Ford valve stem cover. I've heard guys call them that in MD'ing Youtubes.

That's kind of what I was thinking as well, then there's the ones that site in a ring holder on the wall. Here's a example, but a tad different.

This one is glass but they were made from all sorts of materials. This one has a loop that pins on a man's lapel. The flowers are placed in it with a few drops of water.
