Assuming the sparkles are mica, it looks a bit like gneiss.

Was this found in commercially graded gravel? (from a quarry)

The rocks look like basalt to me.
Scroll down about halfway on the page, look at the one called Levyne.

Not sure what is inside yours. Is there something metallic that is causing the shiny spots, or is it just the light reflecting off of the chalcedony looking material?
Need to do a hardness test on it.

Looks like magnetite to me. If strongly attracted to a magnet, that's what it is. If not, it's something else.
