For lack of a Proper word, It looks like some type of Valve to Me.
with the Center Piece Coming up to block the Large hole on Top. may be by Pressure or May be upside down :dontknow:
of course someone else my know better

Yep, that for a well pump! The groove in the center is where a piece of leather (till rubber gaskets were readily available) was to seal the pump as you either pulled down Or up on the handle to crate suction and draw the water to the nozzle!
