It was found at a site that I've been working now and then. All the finds have been late 16's to mid to late17's. 3 coins from that site, 1722 rosa, 1787 Fugio, 168? Irish Hibernia. Also found 3 shoe buckles, 1 is a beautiful silver buckle

That timeline works fine with my best guess. Flat Iron's were first used in Britain in the early 1700's. Lots of lead & pewter toys were produced in the 18th C Including some & not all; Cutlery, cooking vessels, furniture, tableware, tools etc. I see no reason why an Iron won't be copied, just not seen a match yet.
Given the size and period... My guess would be a rosette. The attachment on the back is a common attachment for a rosette. And the size seems right too. Let me see if I can find something that may match it.
