Why is this thing made of silver? WHAT EVEN IS IT?

Found this yesterday and almost threw it into the trash pouch until i noticed the markings. Its definitely silver, and i think it was made in Birmingham england in 1909, based on the markings?? (I dont know anything about markings so i tried to look them up, any help on identifying them would be awesome)

Markings: Bottom row- Anchor, Lion, "K" Top- ? "B", (inside a diamond) "G"? "BB"

But does anyone have any idea on what the heck this thing is? It seems so insignificant to be marked as heavily as it is. Just so curious as to what this is.

Any help would be greatly appreciated! Thanks
