It doesn't look like modern cement, but that is probably the most logical conclusion. My son has taken the item to an expert friend to find out if it could be related to something historical. I'll post the expert's opinion too when he gets back to me.

It appears to be an Iron object that has been encrusted. The rust is leaching through the crusting. If there is any concrete Which I'm not sure I see there is Iron in it possibly rebar. Check it with a magnet all over.looks like a piece of a seawall of some kind.
