found at estate sale

I got this bottle at an estate sale and was wanting to know if anyone knows about it? It has a tree on both sides along with the wording on one side that says "Federal law forbids sale or reuse of this bottle" it also has on the bottom some numbers and a makers mark? 0-9

I don't know what all the numbers mean but the 51 more then likely mean 1951
