franklin question

Why is 1955 the key date when the 1953 has a slightly lower mintage.

Going through the franklins I found yesterday and found some nice lowmintage dates ill post pictures later but just wondering about that mintage issue.

It may also be because after silver went up in 1980 that some of the common date coins became more rare than than the rare coins. If that makes any sense. They melted down a lot of silver in the early 80's
