hard to tell by condition,
if it was painted by somone
or machine painted on.

there are several companies who do this
to try and convince the uneducated
they are special collector editions
that will be worth big bucks later.

as you see as people wise up, or talk
to a real dealer,
they cash them in for the 50 cents they are worth.

That has been commercially printed, you can see the dot pattern. Probably done by silkscreen. They probably had Billy Mays doing his bit to sell them on TV. ;D in 1976 (Maybe not he was only 18 then)
