Whats the deal with this coin? Its almost like the top layer is peeling off? Is it just damaged?

It is a lamination error caused by a defect in the planchet. Please post a picture of the obverse and reverse. Nice find.

I recently found a 40% from 1967 with the same "error" I thought it was a fake haha
