Found this quarter in a box the other day. Is this an error, or rather just a man-made mistake?

It looks like post mint damage (not an error),but I'm not an error expert.

Looks like it's just damage to me. Maybe somebody got bored with a grinder or sandpaper.

Damage. The fact the detail has been grounded off. I think it was stuck in a machine that was turning.
